Proletarians of All Countries, Unite!

FROM ISSUE #54 OF THE MAGAZINE RED SUN:

International situation:
THE PEOPLES OF THE WORLD RISE UP IN THE MIDST OF THE GENERAL AND FINAL CRISIS OF IMPERIALISM

“Today there is one reality; the same contenders of the First and Second World War are preparing a new Third World War. We should know this and we, as the children of an oppressed nation, are part of the booty. We cannot consent to this! Enough imperialist exploitation! We must finish with them! We are of the third world and the third world is the base of the world proletarian revolution, with one condition, that the Communist Parties brandish and lead! That is what we must do!”

 (Chairman Gonzalo’s Speech)

“[The imperialists] are becoming more and more reactionary, taking advantage of the war mobilization to put the state structure in their countries on a fascist footing and to militarize the economy. In short, the two big imperialist blocs are feverishly preparing for war and millions of people are facing the danger of mass slaughter. Surely all this will arouse movements of resistance among the masses. Whether in Germany or in Italy, Britain or France, or anywhere else in Europe or the world at large, if the people do not want to be used as imperialist cannon-fodder, they will have to rise up and oppose the imperialist war in every possible way.”

(Chairman Mao Tse-tung - Interview with a New China Daily Correspondent on the New International Situation, 1939)

“Chauvinism and preparations for war, as the main elements of foreign policy; the muzzling of the working class and terror in domestic politics, as an indispensable means of strengthening the rear of future military fronts: this is what imperialist politicians are now devoting themselves to above all else. […] In this regard, the victory of fascism […] must also be seen as an indication of the weakness of the bourgeoisie, as a symptom that the bourgeoisie is no longer in a position to dominate through the old methods of parliamentarianism and bourgeois democracy.”

(J. Stalin – Joint Plenum of the Central Committee and of the Central Control Commission of the C.P. (b) of the U.S.S.R.)

“So, if the imperialist world war presents itself, first we are against it, second, we are not afraid of it and we focus on the revolution; third, to focus on the revolution is to wage the people’s war led by the proletariat through its communist parties; and fourth, this people’s war must be specified in each type of country according to the type of revolution. So, the world people’s war is on the agenda.”

(Communist Party of Peru – International Line)

What is currently taking place in the world is the continuation of the deeper and deeper general and final crisis of imperialism, and the more and more united and conscious struggle of the international proletariat and the oppressed peoples to crush and sweep imperialism off the face of the earth. The imperialists desperately try to save their dying system through the new re-division of the world and the genocide against the oppressed peoples, thus generating more resistance and combativeness among the masses of the people, rapidly fueling the revolutionary situation in uneven development on all the continents. All the contradictions are sharpening.

The heroic national liberation struggle of the Palestinian people and the ongoing genocide are facts that are rapidly awakening the antiimperialist consciousness of the masses, making them see the hoaxes and manipulations of imperialism, reaction and revisionism, pushing them to unite more and more against the dying system of exploitation and oppression. They are facts that, along with all the other struggles of the proletariat and the oppressed peoples in the world, confirm to the masses that the contradiction between imperialism and the oppressed peoples is the main contradiction, the one that determines the development of all the other contradictions in the world, and that this contradiction is sharpening. We communists – the Marxist-Leninist-Maoists, principally Maoists, reaffirm ourselves in what the Communist Party of Peru put forward:

“The contradiction between oppressed nations and imperialism is the struggle of the oppressed nations for liberation in order to destroy imperialism and reaction, the solution of which also falls within the 50 to 100 years and being the principal contradiction during this time, although any of the four fundamental contradictions may be principal according to the specific circumstances of the class struggle, temporarily or in certain countries.”

This contradiction is in turn sharpening the fundamental contradiction between the bourgeoisie and the proletariat in all countries, as well as the inter-imperialist contradiction and the crisis affecting all the imperialist superpowers and powers.

The new imperialist re-division in collusion and struggle

We are experiencing the more and more rapid sinking of the sole hegemonic superpower, Yankee imperialism. Its economy is in grave decline, its internal contradictions are intensifying, and it is losing control of its semicolonies in the Third World. These are facts that their own representatives recognize, and therefore the new Trump government presents itself as the savior that will “make the Yankee Empire great again”.

But this new government does not represent, as it itself and the other imperialists claim, a “radical change” in the domestic and foreign policies of the United States; it mainly represents a continuation of the politics of the previous governments. In synthesis, this politics consists of the dark and impossible dream of getting out of their crisis and saving their position as hegemonic superpower through a new re-division of the world (in collusion and struggle with the other superpowers and powers, preparing for a new world war), the continued fascistization of domestic politics and the genocidal war against the oppressed peoples. All this is what characterized the previous government as well.

At the same time, although continuity is the main aspect of this government, it is true that there are some changes when it comes to the methods and the tactics. In the inter-imperialist struggle, the main threat to Yankee hegemony is the Chinese superpower, and this government, just like the previous ones, is inevitably preparing for the war against it. The faction of the big bourgeoisie represented by the Biden government apparently aspired to confront the nuclear superpower Russia first, in order to weaken it and thus be in a better position to confront China. This project, through the expansion of the NATO and the proxy war in Ukraine, is carried out in collaboration with the European powers, which have their own interests in the war of plunder in Eastern Europe and against Russia. But, given the deep economic and political crisis of Yankee imperialism, the faction represented by Trump is now looking for another way: instead of continuing to spend resources in Europe, it prefers – at least at the moment – the “peaceful” repartition of Europe in collusion with Russia, and to leave the war to the European powers. As we have seen in the First and Second World Wars, Yankee imperialism sometimes prefers to let the Europeans and Russians go to war against each other, weakening and destroying themselves mutually, thus creating better conditions for Yankee imperialism.

The politics of fascistization, the direct complicity in the genocide in Palestine, the chauvinist and racist propaganda against the oppressed peoples: all this characterized the Biden government and the previous ones as well. What is indeed different with Trump is that all this is now expressed more openly, without the mask of “democratic values” and “human rights” used by the previous governments. Basing itself on other sectors of the masses and other factions of the bourgeoisie (in the U.S. and internationally), the new regime discards the use of bourgeois feminism and the liberalism of “diversity” that has dominated the imperialist propaganda of the last few decades, returning to vulgar and open chauvinism and racism, thus revealing even more the total degeneration and final crisis of the bourgeoisie and its “democracy”. The Trump government is now continuing and intensifying the process of fascistization in the U.S. that the previous governments were already carrying out, with the persecution of immigrants from the Third World, the political repression mainly against anti-imperialists, the abandonment of the principles and institutions of bourgeois democracy, etc.

The European imperialist powers, mainly Germany, France and England, have been dreaming for more than 100 years of conquering Eastern Europe and Russia, in order to thus acquire colonies/semicolonies to exploit and in this way turn themselves into superpowers aiming for world hegemony. This was the plan of German imperialism in the First and Second World Wars; a plan that was used by Yankee imperialism for its own ends. In the years since the collapse  of Soviet social-imperialism until now, the Yankees have facilitated the continuation of this plan, allowing the participation of Germany and the other European powers in the exploitation of Eastern Europe through the eastward expansion of the NATO and the EU. It is in this context that we must see the current war-mongering of the European imperialists; and see that the Trump government is currently openly promoting the continuation of such war-mongering and the fascistization in Europe. When the imperialists in Europe continue with their war-mongering and commit to rearming themselves, it is the proletariat and the peoples that will pay the price, and it is the duty of the communists in each country to mobilize the masses against the imperialist war, linking this struggle to the struggles for daily demands and the anti-imperialist movement in general.

In synthesis, these events express 1) the inter-imperialist contradiction between the superpowers, mainly between Yankee imperialism and Chinese imperialism for world hegemony, 2) the contradiction between the European powers (mainly Germany) and Russia for the control of Eastern Europe, 3) the contradiction between Yankee imperialism and all the other imperialists (as we have seen with the recent Yankee threats against Canada and Denmark, etc.) and 4) the contradiction between all the imperialists, because at the end of the day any alliance or collaboration between the imperialists is temporary and their struggle for markets and hegemony is constant. These contradictions will inevitably lead to a new world war, which will mean the end of imperialism, and which can only be warded off by the world proletarian revolution. And if the imperialist world war takes place, the task of the international proletariat is to turn the imperialist war into people’s war and coordinate the people’s wars as a world people’s war in order to crush and sweep imperialism off the face of the earth.

This was about the struggle; but at the same time all the imperialists are colluding to save the imperialist system as a whole, re-dividing the world between them peacefully when it is convenient and combatting the international proletariat and the oppressed peoples. The hoax of the “multipolar world” promoted by the Chinese and Russian imperialists is nothing but a dark and impossible dream of saving this dying imperialism through the collusion between the imperialists to re-divide the world between themselves “peacefully” or at least to have more time to prepare themselves for the world war.

The sharpening of the inter-imperialist contradictions and the new imperialist re-division of the world do not change the fact that the principal contradiction continues to be that between oppressed nations-imperialism until the destruction of imperialism (although the principal contradiction may change under certain conditions temporarily or in certain countries) and that the revolution continues to be the principal historic tendency.

Palestine, the Middle East and the imperialists

The ongoing genocide in Palestine, committed by imperialism, mainly Yankee, and its imperialist runt the Zionist state of “Israel”, as its outpost, has not been able to stop the heroic just struggle of the Palestinian people even for a moment. The Palestinian National Liberation Front, which consists of Hamas, PFLP, Palestinian Islamic Yihad and other organizations, continues to conquer victories against the Zionist invader, having the full support of the Palestinian people and winning more and more support from the masses of the world.

It must be emphasized that the genocide in Palestine is part of an ongoing genocide against the Arabic peoples, which in turn is part of the imperialist genocide against all the oppressed peoples of the Third World. Against this genocide, the armed forces of Yemen, Ansar Allah, serve as heroic examples to the masses of the world, conquering glorious victories against the genocidal forces of Yankee and British imperialism with their powerful actions, forcing the imperialists to retreat and thus giving important support to the Palestinian war of national liberation. In this way, the Arabic peoples defy and struggle against the miserable treason of the comprador or bureaucratic governments in the region, who collaborate with imperialism and Zionism. The destruction of the Syrian government by the mercenaries of the Islamic State/Al Qaeda, employed by Yankee imperialism and the Zionist state, together with Turquiye, was a desperate attempt to destroy the Axis of Resistance against imperialism and Zionism, and the slaughter that they are now carrying out in Syria, as part of the genocide against the oppressed peoples, also has the purpose of opening the country to the imperialist exploitation of its resources. But this has not been able to stop the heroic resistance of the peoples either; on the contrary, it is generating more resistance and more popular unity across national borders. If the imperialists expand the genocide even more and, for example, attack Iran with nuclear weapons – as they are now threatening to do – this will inevitably only produce another leap in the people’s resistance in the region and on international level, another great step towards the destruction of imperialism and Zionism.

All this is increasingly showing the peoples that the resistance against imperialism and its lackeys cannot put its trust in any imperialist superpower or power, nor in the “peace agreements” drawn up by them, but that it must base itself on the masses of the people and be built with independence from imperialism.

The Chinese and Russian imperialists continue with their “multipolar” project, presenting themselves as the “good imperialists” who supposedly “help” the oppressed nations in their struggle against Yankee imperialism and Zionism. In words, they “criticize” the genocide in Palestine, and the Chinese and the Russians have both organized meetings to supposedly “unite the Palestinians”; in reality to protect their own interests in the region, promoting the “two-state solution” and the “Palestinian Authority” controlled by the Zionist state. So, just like the other imperialists, China and Russia do nothing against the ongoing genocide, but maintain good economic and political relations with the genocidal Zionist state.

Russia has collaborated closely with the Zionist state for many years: “When Russia invaded Ukraine in February 2022, Israel didn't join the West in sanctioning Moscow, a demonstration of the alliance of convenience between the two governments. [...] Following Moscow's intervention in the Syrian civil war, Israel worked closely with the Kremlin as it mounted its own air campaign in Syria targeting Iranian-backed forces, said former Israeli ambassador to Russia, Arkady Milman, now a researcher at the Institute for National Security Studies in Tel Aviv. Russia controlled Syria's airspace and was, in effect, authorising Israel's raids, he said.” (https://www.france24.com/en/live-news/20231220-russian-israeli-relations-crumble-over-gaza-war-analysts). Although Russian imperialism has now distanced itself from the Zionist state due to the struggle with Yankee imperialism, Russia still has close economic and political links to the Zionists, and abstains from acting against the genocide in Palestine. To safeguard its own interests in the Middle East, Russia now focuses more on Iran, signing the Iranian–Russian Treaty on Comprehensive Strategic Partnership on January 17th, 2025.

Likewise, the policy of Chinese imperialism in the Middle East has one single motive: to safeguard the profits of the imperialist Chinese bourgeoisie and the interests of Chinese imperialism in collusion and struggle with Yankee imperialism. Kamran Gasanov, a Russian political analyst, says: “China can only watch the situation unfold and hopes for an outcome in which the popularity of the US after the end of the conflicts in the Middle East will be significantly reduced […] Then, the situation will allow Beijing to enter the Middle Eastern markets in more advantageous ways than before and open military bases.” And see the following statements from the Chinese ambassador in Israel, Xiao Junzheng, in March of 2025:

“We welcome and need Israeli tech companies’ support and help for modernization [...] Our two countries are Asian civilizations. We share common values and cooperation is in our interests.
[...]
‘China remains committed to developing our historical friendship with the Jewish people’, he continues, despite China’s historical support for Arab states in their wars against Israel. ‘The war continues, but the war is not the theme of Israel-China bilateral relations. For more than 33 years, China-Israel relations have withstood the test of history and always maintained stable development.’
Indeed, China is Israel’s largest trading partner in Asia and its second-largest worldwide. According to China Customs, bilateral trade volume increased from approximately $8 billion in 2013 to $25.45 billion in 2022, before dropping to $14.5 billion in 2023. At the same time, in 2024, Israeli imports from China reached a record high of $13.53 billion - a nearly 20% increase from 2023. ‘Chinese companies in Israel have not evacuated or stopped their business. They have been sticking to their posts and fulfilling the contracts,’ Xiao asserts.” (https://www.calcalistech.com/ctechnews/article/hyezqaaiyx?)

Latin America

Concerning Latin America, Yankee imperialism with its new government continues and intensifies its attempts to retake control of the continent, taking political, military and economic measures to combat the growing presence of Chinese imperialism and other imperialist rivals – and at the same time intensifying its desperate interventions to combat the growing popular, anti-imperialist and revolutionary struggles in Latin America. While the previous Yankee governments have intervened in Latin America under the pretexts of “defending democracy” or “human rights”, the present government openly declares that its motive is to secure the economic interests of Yankee imperialism.

As an example of the military measures, that are part of the preparations for a new world war, In March, the Yankees deployed their destroyers equipped with guided missiles in the Gulf of Mexico and the Pacific, and threatened to seize the Panama Canal. The economic measures include the new tariffs to try to exclude mainly China from the exploitation of the continent. Concerning the political measures, the Yankees are trying to use their faithful fascist puppets and ultrareactionaries like Milei in Argentina and others to pressure the so-called “left-wing” regimes and/or regimes that have links to Chinese imperialism and other rivals of the Yankee Empire, and to intensify even more the fascistization and counterrevolutionary repression.

At the same time the people’s struggles are developing all over Latin America. In Peru, the Communist Party of Peru continues to struggle under the complex conditions of the bend in the road of the people’s war, maintaining the course of the revolution by applying Gonzalo thought, leading and struggling shoulder to shoulder with the masses in the mobilizations against the old reactionary state and imperialism, mainly Yankee, and the fascist puppet Boluarte government. The glorious people’s war in Peru and the universal contributions of Chairman Gonzalo are today guiding and inspiring the people’s struggles on the whole continent. Here we emphasize the heroic peasant and indigenous struggles against the latifundios and against imperialist exploitation, among them the struggle of the LCP in Brasil, the Mapuches in Chile etc. In Peru, in Chile, Mexico and other countries, struggles against the reactionary states are developing, unmasking the revisionists and opportunists and boycotting the election circuses.

The intensification of the imperialist interventions and the growing repression and exploitation in all of Latin America will inevitably fuel the people’s struggles, strengthening the revolutionary forces.

The New Great Wave of the World Proletarian Revolution

While the struggles of the international proletariat and the oppressed peoples continue and grow all over the world, and the most advanced struggles – the people’s wars and armed struggles under the banner of Maoism in Peru, India, Philippines and Türkiye – show the way for all the other struggles, we see that the heroic struggle of the Palestinian people and the powerful global movement of billions for Palestine are producing a leap in the revolutionary situation in uneven development in the world. In several countries the proletariat has shown initiative and combativeness by linking its struggles for demands to the struggle for Palestine, carrying out strikes in Spain, in India and other places, and transport and harbor workers have blocked the transport of weapons and other materials to Israel in Greece, Sweden, Spain, Italy, Belgium, to mention a few examples.

The genocide in Palestine and the shameless complicity of all the imperialists has unmasked this whole rotten system and its hoaxes about “democracy”, “peace” and “human rights” before the masses, including in the imperialist countries. The experiences of the resistance in the Middle East and other places teach the masses in a concentrated and undeniable way that they cannot trust any of the imperialist superpowers or powers, and that the only way to end the genocide is to organize with full independence from all the imperialists and their lackeys.

Likewise, these experiences are showing the masses more and more, that the struggle against imperialist exploitation and oppression in the oppressed countries is inseparable from the class struggle; that the reason why the Arab states in Lebanon and other countries obediently submit to and collaborate with the genocidal imperialists and Zionists, is that they are states of the exploiting classes, of the comprador and/or bureaucratic bourgeoisies and landlords. This situation generates more and more conditions for the proletarian forces to advance boldly, assuming the leadership of the national liberation struggles, building or reconstituting their Communist Parties as militarized, Marxist-Leninist-Maoist Parties to develop the people’s war.

In the same way, the current sharpening of the contradictions of imperialism and the growing anti-imperialist movement in the world are implacably and rapidly unmasking the role of revisionism. The latest variant of social-chauvinism, promoted by the revisionists and anarchists of the West during the last few decades, in synthesis put forward the policy of uniting with the imperialist bourgeoisie in a supposed “defense of democracy” against the “authoritarian” forces of the Third World and of the rivals of Western imperialism, and it was expressed in the abandonment of the support for Palestine and the other struggles for national liberation, the full participation in the racist and chauvinist agitation against the Arab peoples (under the pretext of “struggle against Islam”), the promotion of movements like Öcalan’s, that reject proletarian revolution and promote the collaboration with imperialism, etc. The Palestinian struggle and the global movement supporting it are rapidly demolishing all this rottenness, since the revisionist parties have shown their loyalty to imperialism and their incapacity to condemn and fight against the Zionist genocide and occupation.

In an attempt to counteract and contain growing anti-imperialist consciousness and mobilization, imperialism foments and promotes all kinds of revisionism. For example we now see in various countries the sudden appearance of Trotskyist “parties”, which present themselves as “revolutionaries”, “Leninists” and “anti-imperialists” but what they put forward in synthesis is a supposed “socialist revolution” that cannot come from the oppressed peoples, but that will emerge from the parliamentary revisionist parties in the imperialist countries, which will then “liberate” the oppressed countries. The new revisionists with a “maoist” label, like the followers of Avakian, play a similar role. The essence of revisionism in all its variants is the defense of imperialism, promoted within the ranks of the proletariat and the peoples with words like “socialism” and “revolution”.

To the communists of the world, the Marxist-Leninist-Maoists, the urgent and decisive task that now presents itself is to unite the disperse struggles of the masses – the global movement for Palestine and against imperialism, the other national liberation struggles, the waves of strikes of the proletariat, the peasant and indigenous struggles for the land, the women’s struggle, etc. – under the leadership and ideology of the international proletariat through its militarized, Marxist-Leninist-Maoist Communist Parties, implacably combatting revisionism as the main danger, in order to as soon as possible prepare, initiate and develop the people’s war in each country, aiming for the world people’s war as the only correct response to the imperialist world war. The current situation in the world confirms what Chairman Gonzalo established, that “Maoism marches unstoppably to take command of the new great wave of the world proletarian revolution!”
