The Peru People's Movement gives its salute and full and unconditional subjection to our Great Leadership, Chairman Gonzalo, Great Leadership of the Party and the revolution, the greatest Marxist-Leninist-Maoist living on the face of the Earth; to the heroic combatant, the Communist Party of Peru, to its Central Committee and to the whole system of Party leadership. Likewise, it salutes each one of the leaders, cadres and militants of the Communist Party of Peru, as well as the combatants of the People's Liberation Army, to the People's Committees and to the masses who work with the Party in Peru and abroad, and to the people in general, on the occasion of the birthday of Chairman Mao Tse-tung.

This December 26th marks 119 years since the birth of Chairman Mao Tse-tung, the great teacher of the proletariat, developer and summit of Marxism-Leninism. In him the general development of Marxism is concentrated, which the Communist Party of Peru upholds, defends and applies as "third, new and higher stage of Marxism", Maoism. Whether people like it or not, crushing the crude intentions of reaction and revisionism (of the old and the new type), it was precisely the Communist Party of Peru that defined that:

"[…] the all-powerful scientific ideology of the proletariat, all-powerful because it is true, has three stages: 1) Marxism, 2) Leninism, 3) Maoism; three stages, moments or milestones of its dialectical process of development; of one single unity that for a hundred and forty years, starting with the Manifesto, in the most heroic epic of class struggle, in fierce and fruitful two line struggles in the Communist Parties themselves and the immense labor of titans of thought and action that only the class could generate, with three undying lights standing out among them: Marx, Lenin, Mao Tse-tung, through great leaps and three grand milestones, has armed us with the invincible Marxism-Leninism-Maoism, today principally Maoism." (Fundamental Documents, 1988, Communist Party of Peru, Central Committee)

The magnitude and importance of Chairman Mao Tse-tung is based on his invaluable contributions to the class. We could sum up his life and his contributions in all the milestones that mark out a life fully and completely dedicated to the revolution:

  1. He founded the Communist Party and the Red Army of workers and peasants.
  2. He established the road of encircling the cities from the countryside, developed the people's war and with this the military theory of the proletariat.
  3. Theorist of the New Democracy, he founded the People's Republic.
  4. Manager of the Great Leap Forward and driving force for socialism.
  5. Guided the struggle against Khrushchev's and his henchmen's contemporary revisionism.
  6. Great Leadership and commander of the Great Proletarian Cultural Revolution.

In the 20th century, the proletariat had three gigantic triumphs; two of them belong to Chairman Mao, and if one is glory enough, two are more: the triumph of the Chinese revolution is one.

The other is the Great Proletarian Cultural Revolution (GPCR). It is precisely this that strikes at the very heart of revisionism and of the capitulators. Hence the visceral attack and the miserable campaign against him from the same scoundrels who know that with it (and with the successive cultural revolutions) the attempts to restore this rotten and outdated system are warded off and crushed. Because Chairman Mao Tse-tung took up the task of summing up the experience of the socialist revolution, establishing his great theory and practice of the continuation of the revolution under the dictatorship of the proletariat, finding the right way to develop it through the GPCR, as he corroborates in one of his thesis: “The current Great Proletarian Cultural Revolution is absolutely necessary and most timely for consolidating the dictatorship of the proletariat, preventing capitalist restoration and building socialism.”

The GPCR emerges and germinates with the slogan "Great disorder across the land leads to great order. And so once again every seven or eight years. Monsters and demons will jump out themselves. Determined by their own class nature, they are bound to jump out." And its unfolding aimed concretely to unmask, demolish and gut the revisionists and capitulators:

"The representatives of the bourgeoisie infiltrated into the Party, the government, the army, and various cultural sectors, form a mixture of counter- revolutionary revisionists. If the occasion were to present itself they would take power and transform the dictatorship of the proletariat into a dictatorship of the bourgeoisie. We have discovered some of these individuals; others have not yet been ferreted out; yet others - for example individuals like Khrushchev- still enjoy our trust, are brought up to be our successors and are to be found at present in our midst".

The GPCR struck against the bourgeois counterrevolutionary headquarters headed by Liu Shao-chi, the Chinese Khrushchev, whose deputy was Teng Hsiao-ping, "another top element in power inside the Party taking the capitalist road"; and also crushed the counterrevolutionary conspiring headquarter headed by Lin Piao. Thus, the GPCR was developed to consolidate the dictatorship of the proletariat, prevent the restoration of capitalism and build socialism; and it was summed up in the IX Congress of the CPC, a great milestone in the history of the CPC and the International Communist Movement.

The significance and importance of Chairman Mao Tse-tung’s contributions are even more considerable and acquire more relevance in these times, when it is evident that revisionism, after various attempts at half-baked frauds, mutations and farces is preparing to burst in with a “maoist” revisionist offensive. New revisionism portrays itself as “maoist”, sets up parties that are “maoist” in name and aims to distort the profound significance of Maoism as third, new and higher stage of Marxism.

We denounce this and alert the masses to be vigilant; be attentive in order to not let yourselves be deceived by these despicable swine who want to traffic with the peoples’ struggles, who want to sell out – for a few crumbs from this rotten system – the glorious blood of the class that gives its life in the people’s wars and the revolutionary wars around the world.

The new revisionists disguised as “Maoists” are identified by the fact that they go against the essence of Maoism:

  1. They deny the revolutionary violence and the truth that the masses make history and that “it is right to rebel”. Likewise, their language and their actions take the path towards capitulation and negotiation. Their capitulationism implies class capitulation before the domestic bourgeoisie and the capitulation of the nation before imperialism on the international level.
  2. They distort the class struggle, the dictatorship of the proletariat and proletarian internationalism.
  3. They divert the fact that every Communist Party must be Marxist-Leninist-Maoist and firmly apply independence, self-determination and self-maintenance, and that their fundamental purpose is to conquer and defend the power with people’s war; therefore, they stubbornly oppose the militarization of the Party and the concentrical construction of the three instruments of the revolution.
  4. They disfigure the need to combat imperialism, revisionism and reaction inseparably and implacably. They even go as far as to consider imperialism as super-powerful, as untouchable; they are always “waiting for better conditions” to initiate the people’s war, which is nothing but a shameless swindle.
  5. They collude with the reaction to falsify the great triumphs of the GPCR and its unavoidable necessity in order to combat the capitalist restoration.

Chairman Mao Tse-tung himself clearly defined the revisionists:

“Generally, when things are going badly for them, all kinds of representatives of the exploiting classes use offensive tactics as a means of defense in order to survive today and grow tomorrow. Rumours are fabricated out of thin air and lies told point-blank; certain superficial phenomena are seized on for attacking the essence of things; some people are lauded while others are condemned; and matters are distorted and exaggerated to "make a breakthrough at certain points" so as to put us in a difficult position. In short, they are assiduous in studying what tactics to use against us and "spying out the land" in order to attain their end. Sometimes they "play possum" and wait for a chance to "spring a counter-attack". They have long years of experience in class struggle and are skillful in different forms of struggle, legal and illegal. We revolutionaries must know their tricks and study their tactics in order to defeat them. Never be so bookish and naive as to treat complex class struggle as a simple matter.”

Furthermore, these new revisionists are unmasked completely when they:

  1. Cowardly intensify their repeated attack against the people’s war in Peru. Though some of them call themselves “anti-avakianists”, in practice they follow Avakian’s directive to isolate the PCP. Hence their silencing campaign, a part of which is the intent to hold up other people’s wars in order to hide the reality: that the people’s war in Peru has not stopped even for a minute and that the heroic combatant the PCP with its Central Committee (forged in the heat of the war) upholds, defends and applies the red banners of Marxism-Leninism-Maoism, Gonzalo thought; that the PCP, firmly holding on to the principles and its Basis of Party Unity has crushed, is crushing and will crush each and every one of the hoaxes that have been hatched in the sewers of the intelligence agencies under the supervision and leadership of Yankee imperialism.
  2. Attack the titans of our class, men of thought and action: Marx, Lenin and Chairman Mao Tse-tung, which is why they try to undermine and distort the significance of Chairman Gonzalo as Great Leadership of the PCP. They uphold other “synthesizing ideologues” who clumsily and grotesquely want to set themselves up as the new “guides” of the struggles in the world. When what they really aim for is to establish themselves as parliamentary cretins, to collude with imperialism and reaction and to be philosophers behind desks, pseudo-revolutionary hacks.

We call the masses and the class to clearly understand that it is Yankee imperialism that promotes the “maoist” armed revisionism. Just like it fostered the “contras” before, now it wants to boost this caricature “Maoism”: the one that participates in the bourgeois government in Nepal, or the one that promote the peddlers and cretins of the ROL with its MOVADEF.

Imperialism wants to uphold deformed “maoist” parties, break the revolutionary camp, entering “maoist” armed revisionism and its “maoist governments” into the struggle.

This peculiarity of the struggle will be bloody, where the heads of new revisionism and its accomplices and figureheads will fulfill their harmful role (a role which, we repeat, they have been assigned by yankee imperialism) of impostors, traffickers and criminals, with the infamous intention of despicably selling, auctioning out and liquidating the struggles of the peoples of the world, with the macabre purpose of selling the revolution without considering the cost: the informing, the ratting out, the horse-trading, and, thus, the genocides and massacres against the peoples that rise up and uphold the implacable banners of the class struggle.

All this to stop the advance of the New Great Wave of the World Proletarian Revolution that day by day takes its steps, forges its masses, enrolls its combatants, towards the people’s war, the military theory of the proletariat, the highest form of struggle, defined and revealed by Chairman Mao Tse-tung.

We insists on and repeat the call to the peoples of the world to rise up in arms against their oppressors and exploiters, to the left within the Parties that wage people’s war, to all the revolutionary organizations that are for sweeping away this infected and gangrenous system, to unite ourselves, to strengthen our contacts in order to face up to this new counterrevolutionary offensive and shred it; and in this way to finally crush imperialism, capitalism and reaction. For the same reason, we make a call to uphold, defend and apply Maoism; which under the current circumstances means constituting or reconstituting militarized Marxist-Leninist-Maoist Communist Parties for them to initiate and lead people’s war. Because golden communism will only be reached with people’s war.

Always keep in mind what Chairman Mao Tse-tung said:

“There are still many people in the world who, because of the deceit of social-democracy, revisionism, imperialism and the whole reaction, have still not taken up political consciousness. In any case, they will gradually wake up and support Marxism-Leninism. The truth of Marxism-Leninism is irresistible. The masses of the people will invariably rise up in revolution. The world revolution will inexorably triumph!

And thus it will be! Marxism-Leninism-Maoism will inevitably and inescapably win!
