In celebration of this anniversary of the Day of Heroism, the 19th of June 1986, the Peru People’s Movement as generated organ of the Communist Party of Peru expresses its solemn communist salutes to all the communist and revolutionary prisoners of war and political prisoners in Peru; militants of our Party, combatants of the People’s Liberation Army and revolutionary and progressive masses who support our invincible people’s war and today continue to combat and resist the dark counterrevolutionary work of the reaction and their lackeys of the revisionist and capitulationist ROL and the LOL with its armed revisionism. We reaffirm ourselves in our salute and subjection to our Great leadership Chairman Gonzalo, the most important political prisoner and prisoner of war in the world today. Together with the fallen heroes of El Fronton, Lurigancho and Callao, Chairman Gonzalo stands out as an example before the world in turning the sordid dungeons of the reaction into shining trenches of combat. Our Great Leadership and all the heroes of our people’s war continue to serve as inspiration for the communists and combatants in the people’s war and armed struggles under the banner of Maoism in India, Turkey, Philippines and other places, to which we also give our warm communist salutes.

Likewise, we salute the communist, revolutionary, progressive, anti-imperialist and anti-fascist prisoners of war and political prisoners in the whole world; masses of the proletariat and the people who today heroically confront the intensified reactionary repression on all continents. What our Party put forward is confirmed; that in the present era – the era of the world proletarian revolution – we see more and more the increase of violence, which expresses the decrepitude of the bourgeoisie. In their general and final crisis, and facing a growing revolutionary situation in uneven development, the superpowers (U.S.A., China and Russia) and the other imperialist powers desperately try to find a way out with more war of re-division and plunder, and with more repression against the struggles and mobilizations of the proletariat and the peoples. They intensify the counterrevolutionary violence, but at the same time they use their so-called “soft” methods; ideological indoctrination, “psychological warfare”, the manipulation and infiltration of revolutionary and progressive organizations to try to weaken them, create splits and confusion, spread pacifism and promote a “rebellious” movement – be it liberal, revisionist, anarchist or fascist – that in reality defends the bourgeois dictatorship in the name of “democracy”, thus legitimizing the use of white terror, the violent repression of every revolutionary tendency; against the communists, revolutionaries and true progressives.

 

The present situation: the people’s struggles and intensified repression

The present mobilizations against racism and police violence, as well as the women’s mobilizations against rape and the oppression of women and all the massive protests for daily demands and against imperialism all over the world, are just struggles and powerful expressions of the revolutionary situation in uneven development. At the same time, the spontaneous character of the struggles and their lack of proletarian leadership allow them to be manipulated and appropriated by the reaction to neutralize them, pacify them, ward off any revolutionary tendency and put them at the service of the bourgeoisie. Just as the ruling class uses racism to divide the working class, it also promotes a bourgeois “anti-racism” for the same purpose to set “whites” against “blacks” and turn the struggle against bourgeois repression and dictatorship into a struggle exclusively against the racist aspects of the system, a politics of removing (or covering up) a few stains on the system in order to preserve it. Keep in mind that the organization “Black Lives Matter” received a $100 million donation from the Ford Foundation and its leaders are people with high posts within the old order; on the other hand, an organization like the Black Panthers in the 70’s was defined as the “greatest threat to the internal security of the country” precisely because of its revolutionary tendency to arm the people and take up the ideology of the proletariat; and the reaction murdered Malcolm X for the same reason.

In synthesis, the politics of the reaction facing these struggles is a combination of violent counterrevolutionary repression and organizational and propaganda efforts to keep them under bourgeois leadership. It is the duty of the communists of each country to participate in these struggles shoulder to shoulder with the masses in order to be able to guide and lead them with the ideology of our class, combatting and crushing every infiltration and influence in the ranks of the people from the exploiter classes and their fascist, liberal and revisionist lackeys. Learn from the masses and educate them in our ideology and in revolutionary violence.

The imperialists, reactionaries and revisionists of the world are trembling with fear before the fury of the masses and the growing revolutionary situation, and most of all they fear the class, the ideology and the organization that can unite the different struggles of the proletariat and the peoples, unite the workers’ movement with the oppressed peoples against imperialism; unite the women and men of the people against their exploiters, etc. In the midst of their struggle for territories and world hegemony, the imperialists of the world collude in their intents to repress and contain the revolutionary and democratic forces of the people.

In the last decades, and mainly in the last years, the reactionary states have set in motion different plans to this end. Along with the intensification of exploitation and the attacks on the rights already conquered by the class, the reactionary governments are militarizing their police forces more and more. Along with the more and more intense exploitation of the oppressed nations and the immigrants from the third world, the imperialist states promote racist and fascist violence and agitation. Under the pretext of “fighting crime” and “terrorism” they introduce laws to formalize and expand electronic surveillance by telephone, Internet and with cameras in the streets. The European imperialist powers have built their European Union not only as a political tool for exploitation and business, but also to coordinate their police and military efforts against the class and the peoples. In several countries they now introduce laws to prohibit “extremist organizations”, aiming at the Communist Parties and the revolutionary organizations. All this with the full complicity of the revisionist parties.

 

The anticommunist repression: infiltration and psychological warfare

While the reactionaries try to contain the different struggles of the people with the above mentioned methods, they know very well that their main reactionary task ultimately is to combat the conscious vanguard of the proletariat, the Communist Parties. Basing themselves in their experience from fighting the revolutionary guerrillas in Vietnam, Latin America and other places, especially the Maoist ones, the yankee imperialists created their theory of “low intensity warfare”, which puts forward the “systematic intelligence effort. Every effort must be made to gather and organize useful intelligence. […] Creative measures must also be used, including the use of double agents or even bogus "liberation" or sympathizer groups to help reveal insurgent personnel or operations.” (Robert Thompson, “Defeating Communist Insurgency: The Lessons of Malaya and Vietnam”).

From the 60’s, the imperialists started to apply these methods more systematically against communist and revolutionary organizations – especially the Maoist ones – even in the imperialist countries. In the U.S., the reactionary state – mainly through its Federal Bureau of Investigation (FBI) – shifted their focus from the old revisionist party (the CPUSA) towards the new anti-revisionist organizations, guided or influenced by Maoism, among these mainly the Black Panther Party and the Revolutionary Union (RU)*. In the FBI’s own reports from this period, they describe the methods they used: “setting organizations against each other, sending of poison pen letters, falsifying documents, fomenting splits, setting up phony communist collectives […] informant infiltration, deportation proceedings, planting of phone taps, putting microphones…”**.

The reports reveal that the FBI had infiltrator agents on the Executive Committee of the RU since its foundation, and that these agents worked within the organization for several years or even decades. They also reveal that the purpose of the infiltration was not merely espionage, but to work with a long-term plan to manipulate the political line of the organization, form fractions, create splits and confusion, discredit the organization in the eyes of the masses in order to be able to control and undermine the revolutionary work for a long period of time. One report describes how some infiltrator agents had the role of being the “most radical” in order to “force” one of the fractions into “a position of militant extremism which hopefully will isolate it from other elements […] and eventuate its complete discrediting in the eyes of the American public”**.

Another recurring method in the reports is the following: “a popular FBI method that was termed, ‘snitch-jacketing,’ wherein the Bureau or their operatives would circulate rumors that a dedicated member of an organization was in some way working for the other side. In this way the FBI was trying to cast suspicions and create an atmosphere of apprehension and mistrust, and were also trying to alienate certain members, drive them out of the organization, and/or provoke harm toward them” and they emphasize that “this tactic, portraying the RU and its leaders as government agents, being a recurring theme and tactic of the Bureau”. A series of meetings were organized with different persons in order to “make possible affiliates of the RU believe that the organization is infiltrated by informants on a high level”**. To manipulate the ideological and political struggle in the organizations, the FBI also published false articles, magazines and leaflets “to make it appear as if another progressive publication had issued it”**.

In another report we see an example of how the infiltrators could advance within the organization: “it was through this work and because of his ‘working class background’—to say nothing of his military background—that he was able to obtain membership in the organization. […] he became chair of one of the two San Jose workers collective and in turn a member of the RU local executive committee. That same month he was selected to be on the security committee due to his experience with weapons and since he had taken courses in police science […] one of his tasks on the security committee being to prevent infiltration” **

These methods, developed mainly by the yankee reaction, were also applied in other countries during the following decades and they are the same methods being applied today. In England, the police deployed 24 infiltrator agents in a small Trotskyist group for a period of 37 years from 1970; four of the agents entered into sexual and marital relationships and even had children with women of the organization. It was revealed that “the police spies adopted fake identities to infiltrate political groups, usually for periods of up to five years” (https://www.theguardian.com/uk-news/2018/oct/15/undercover-police-spies-infiltrated-uk-leftwing-groups-for-decades)

 

Crush the repression and the infiltration by applying the principles of Marxism-Leninism-Maoism

It is the duty of the communists to mobilize the masses against the reactionary repression and protect the Party as the “apple of our eyes”. We do so by applying the five necessities: democratic centralism, clandestinity, discipline, vigilance and secret work, in particular democratic centralism. Against the reactionary espionage, the Communist Parties have to develop counterintelligence.

We communists have to apply our own methods: two-line struggle, putting politics in command and maintaining the course of the revolution by focusing on the just and correct ideological and political line. The intrigues, machinations and rumors are the methods of the reaction and revisionism. The enemy takes advantage of rightist criteria, opinions, attitudes and positions within our ranks in order to infiltrate and undermine the Party and the International Communist Movement; criteria of personal power, of fiefdom or contention for the leadership, opportunist criteria of following whoever seems to be “the strongest” and dreams of winning a “rapid victory”; these are the weak points that facilitate the systematic infiltration and undermining of the unity of the communists. We emphasize that the internal is decisive; that is to say that the decisive point to combat repression and infiltration is to forge the militants in the just and correct line and to crush the right. Apply what Chairman Mao said: “We must practice Marxism and not revisionism, unite and not divide ourselves, be frank and honest and not foment intrigues or machinations.”

In the relationships between Communist Parties and revolutionary organizations, each Party must apply what Chairman Gonzalo put forward, to not follow anyone’s command baton, to apply self-decision, independence and self-sustainment: “Starting from this foundation allows us to have independence, to not depend on any command baton, because in international communism it became a habit to obey the command baton; Khrushchev was a champion of the command baton, like Gorbachev is today, or like that sinister character Teng; independence because each Communist Party has to decide for itself because it is responsible for its revolution”. Consequently, we apply the principle that no Communist Party or revolutionary organization has the right to create or lead the organizations of the proletariat in other countries or try to submit them to its command baton. What the communists do have to defend and impose is the red line, the universal principles of Marxism-Leninism-Maoism, principally Maoism.

As the Communist Party of China synthesized it:

“If it is not a party that can use its brains to think for itself and acquire an accurate knowledge of the trends of the different classes in its own country through serious investigation and study, and knows how to apply the universal truth of Marxism-Leninism and integrate it with the concrete practice of its own country, but instead is a party that parrots the words of others, copies foreign experience without analysis, runs hither and thither in response to the baton of certain persons abroad, and has become a hodgepodge of revisionism, dogmatism and everything but Marxists-Leninist principle; then such a party is absolutely incapable of leading the proletariat and the masses in revolutionty struggle, absolutely incapable of winning the revolution and absolutely incapable of fulfilling the great historical mission of the proletariat.” (Communist Party of China - A Proposal Concerning the General Line of the International Communist Movement, 1963)

Only in that way, with Marxist-Leninist-Maoist Communist Parties capable of applying our universal ideology to the concrete conditions of each country and lead the struggles of the masses while maintaining the principles and the course of the revolution, only in that way can we combat and resist the reactionary repression, following the great example of the fallen heroes from El Fronton, Lurigancho and Callao.
