In celebration of May 1st and the 150th anniversary of the Paris Commune, the Peru People’s Movement, generated organ of the Communist Party of Peru for the work abroad, expresses its warm and solemn salutes to our class the international proletariat and to the oppressed peoples of the world. On this occasion we once more reaffirm ourselves in the principles established in 1848 in the Communist Manifesto, the program of the proletariat until communism, and in the other great milestones of the international proletarian movement: the Paris Commune of 1871, where the proletariat takes the power for the first time; 1905, the dress rehearsal of the revolution; 1917, the triumph of the October Revolution with which the class establishes its dictatorship and opens the era of the world proletarian revolution; 1949, the triumph of the Chinese revolution, with which the joint dictatorship led by the proletariat is established and solves the step to the socialist revolution; and in 1966-1976, the Great Proletarian Cultural Revolution, which solves the question of how to continue the revolution under the dictatorship of the proletariat and continue the march until our final goal communism – the society without classes and without exploitation.

The current situation in the world continues to confirm that 1) imperialism – the whole global system of exploitation and oppression – finds itself in its general and final crisis, and 2) a revolutionary situation in uneven development is expressed all over the world, and the world proletarian revolution is in its strategic offensive.

The recurring crises of overproduction, inevitable in capitalism, lead to the financial crises, sharpen the class struggle between the proletariat and the bourgeoisie, sharpen the contradiction imperialism-oppressed nations (today the principal contradiction on world level) and sharpen the inter-imperialist contradiction. In their desperate attempts to maintain this old and rotten order, the imperialist bloodsuckers sink more and more into the crisis of bourgeois democracy and parliamentarism. Today, when the three superpowers – Yankee, Chinese and Russian – intensify their new redivision of the world and prepare for a third world war, and when all the imperialists intensify the exploitation and the attacks on the proletariat and the peoples, they resort more and more to fascism: “Terrified of the revolution, the reaction therefore cancels not only the economic conquests of the masses, but also attack the political conquests. Thus in Italy we witness the fascist dictatorship. But in this way the bourgeoisie undermines and destroys and mortally wounds the democratic institutions. And it loses all its moral strength and all its ideological prestige.” (Mariátegui)

In this general and final crisis it is no longer possible for the ruling classes to apply the method of social-democratic reforms, of the “welfare state” to maintain the status quo, and in the imperialist countries it is more and more difficult to support the “middle classes” (privileged strata of the petty bourgeoisie and the proletariat) to serve as “buffers” and contain the class struggle. Although the bourgeoisie still has the help of their intellectuals and the social-chauvinist worker’s aristocracy, the crisis of imperialism has begun to undermine even the loyalty of these middle strata towards the system, thus intensifying the crisis of bourgeois democracy and the tendency towards open dictatorship and fascism.

To facilitate the intensified exploitation of the proletariat, the plunder of the oppressed countries and the imperialist war, the big bourgeoisie and its states are carrying out a chauvinist and racist campaign on world level against the peoples of the third world, mainly the peoples of the Middle East. Behind slogans against “extremism” and “terrorism” they intensify the repression and cancel the demo-liberal rights in all the countries, today using the COVID-19 pandemic as a pretext. What we see now is the continuation of the counterrevolutionary offensive of imperialism, revisionism and world reaction against the proletarian revolution, but their measures are nothing more than the desperate and vain attempts of a rotten and dying system in its final crisis.

The role of revisionism, of the reformists, of the so-called “democratic socialists” or “anti-authoritarians” is to embellish imperialism, to present the bloodsuckers, perpetrators of genocide and fascists and their states as “democrats” and defenders of “human rights” and wrap it all up in false “radical” slogans to maintain the illusion of “democracy”. The revisionists, inside or outside the parliaments, “pacifists” or armed, all have the task of promoting, in the ranks of the proletariat and the peoples, capitulation before imperialism and reaction.

What all this shows is that imperialism, reaction and revisionism are trembling with fear before the masses and their struggles. The proletariat and the oppressed peoples are advancing, mobilizing themselves more and more in just and heroic struggles for their daily demands and against the system of exploitation and oppression. In Peru, in India, in the Philippines, in Turkey and in other places, people’s wars and armed struggles are developing under the banner of Maoism, mobilizing millions of workers and peasants under the leadership of Communist Parties, in struggle to the death against revisionism in order to maintain the course of the revolution and destroy the old reactionary states while building the New power. In the whole world the proletariat is mobilizing in hard and violent struggles in defense of their rights, advancing in their class consciousness and in unmasking the dark role of revisionism. The oppressed peoples never cease in combatting and resisting the imperialist invaders, clamoring for the proletarian leadership that is necessary to finally sweep away the bloodsuckers, conquer true national sovereignty and continue the revolution. The women all over the world struggle against the old and rotten patriarchal order, and the proletarian feminists advance in unmasking and crushing bourgeois feminism, which tries to use the just struggle of women as one more political tool for the reaction, in the service of exploitation and genocidal war.

The decisive point to be able to unite all these struggles and finally sweep imperialism and all exploitation off the face of the earth is proletarian leadership, that is the Communist Parties of the new type, Marxist-Leninist-Maoist and militarized, that apply the universal ideology of our class to the concrete conditions of each revolution, building the united front as a front of the classes of the people under the hegemony of the proletariat, uniting all the just struggles of the people in order to prepare, initiate and develop the people’s war in each country until the conquest of power, and uniting the struggles on world level aiming for the world people’s war to finally encircle, destroy and sweep away imperialism off the face of the earth.

This is the Marxist line, the only line of the proletariat, and the proletariat united and organized under Marxism – today Marxism-Leninism-Maoism, principally Maoism – is the main enemy of the bourgeoisie and its whole imperialist system. In the end, all their repressive measures and all their reactionary propaganda are not aimed against “extremism” or “anti-capitalism” in general, but against Marxism – against the Marxist-Leninist-Maoists – because they know that against a working class armed with its scientific ideology and its guns, they can only expect defeat. “The development of Modern Industry, therefore, cuts from under its feet the very foundation on which the bourgeoisie produces and appropriates products. What the bourgeoisie, therefore, produces, above all, are its own grave-diggers. Its fall and the victory of the proletariat are equally inevitable.”
